Abstract

The traditional "problem perspective" focuses on the difficulties and defects of the disabled themselves and their environment. To realize the transformation from "problem perspective" to "advantage perspective" is the necessary guarantee for the government to develop the cause of disability security. This paper sorts out the research literature on the government's guarantee of employment of disabled people from two perspectives of problem and advantage, compares the advantages and disadvantages of the schemes given by the two research perspectives, and tries to provide ideas for the country to build employment security system for the disabled.
