Abstract
Under the background of the knowledge economy and increasingly complicated dynamic competition, action training has turned into a critical approach for organizations to elevate talent efficiency and boost the fulfillment of strategic targets, whose strategic value has been widely acknowledged. Nevertheless, an obvious imbalance often exists between training input and practical output in numerous organizations, which is mainly attributed to the absence of a scientific, systematic and operable evaluation indicator system. Such a shortage makes it hard to precisely measure training effectiveness, confirm improvement orientations and fully present the value of training programs. This paper focuses on establishing a complete evaluation indicator system for action training. It first puts forward the guiding principles for system construction, and then unfolds the design step by step through five key procedures: first, define the evaluation objects and core concerns in the three phases of pre-training, during-training and post-training; second, center on the evaluation objects to build comprehensive assessment indicators and key points covering four levels, namely reaction, learning, behavior and results; third, set observable and quantifiable standard requirements for each indicator, and specify the three grades of baseline, target and excellence; fourth, adopt a variety of methods including questionnaire surveys, examinations, behavioral observations and performance data analysis to form diversified assessment methods matching the indicators; fifth, integrate all elements to build a structured evaluation protocol and scoring rubric, so as to ensure the consistency and operability of the evaluation process. The indicator system established in this study is designed to help organizations shift training from traditional “cost consumption” to measurable and optimizable “value investment”, and provide systematic evaluation tools and management support for improving organizational learning capacity and overall competitiveness.
