Abstract
The trend of continuing health system consolidation after ACA drives attention of both researchers and policy markers. There are few driving forces such as increasing scales to reduces cost, enhance bargaining power, and the uncertain market or policy environment. However, there is no conclusion about the best responds. Hospital merger as well as acquisition would lead larger sizes, while is neither a necessary nor sufficient condition for the health system to reduce waste and improve overall quality.
