Abstract
			With the research on the relevance evaluation system of college English teaching effect, the paper establishes an all-round management system of teaching quality and a multi-dimensional relevance evaluation system. The improving capacity of students’ practical ability is assessed via the pre-test and post-test of each semester, which is further used to relevantly evaluate English teachers’ teaching effect and the professional departments’ management effect on the students, with CASEC as the evaluation tool and students’ learning effect as the core, effectively uniting the three dimensions of “teaching-learning-management” and comprehensively enhancing the effect of college English teaching.
